This happens because in Windows 10 the compatibility has been lost. However, the official website of the developers provide another version of the HeroSpeedCMS, but I don't think that's compatible with Windows 10 either. Before reaching the developers, right click the executable file of HeroSpeedCMS and apply a compatibility tweak. Choose Properties > Compatibility, then pick Windows 7 or Windows XP from the list. It should work this way.
