That error means something is wrong with the proxy configuration in your computer. The proxy settings are messed up or the proxy you use is not accepting connections. To fix this, contact your local administrator and ask him about the proxy that you use, or simply disable it from Internet Options. Go to Start and type Internet Options in the Search box. The window from the below image will open. Switch to Connections > Lan and clear all the proxy fields.
