Yes, the application can be launched in offline mode without downloading it. Make sure that you have something else on your clipboard, and the software will stand by until you copy something, and by something I mean a URL to a supported video website.
I have tested this option, and it works. The software won't start downloading if there is no URL on the clipboard.
