VIP Access is not a separate program. It's a type of account. After you buy the plan with the VIP Acceleration program, you use the Comet ID feature to log-in while BitComet is opened. When enabled, VIP Acceleration will download the files for you and then they will be streamed to you at the maximum possible speed. This is useless when you have a very fast connection without limitations.
