If the installation procedure is successful while you perform a driver install for the web camera then you can use the camera in preview mode using the device icon (looks like a web camera) found in My Computer. Usually, for Dell laptops the web camera driver comes with the support software (Dell Webcam Central) and unless you do not have that software installed then you will need to use a 3rd party application designed especially for web camera devices. It is normal for the web camera to start only in share situations as long as it was installed correctly. If the software which has support for the web camera, detects it, then it will use it accordingly.
