I have a PDF that VU360 will not mark up.

I can open the file, but the scale will not open? What can I do to fix this?

There is a user guide you can use to learn how to mark up files. From my understanding, a PDF file needs to have all the security permissions set to allow before you can apply editing.

I have two files with the exact same permissions (some are not allowed) and one file I can markup, and the other file opens in the web viewer only and won't allow markup.
