If your phone is permanently locked, then you can unlock it at the carrier's service shop or at your local phone service shop. However, it might cost a little. The permanent locking is triggered by the wrong attempts of removing the network lock. There isn't anything you can do except the solutions I have mentioned. No application is available to unlock the phone, unless you have a hardware box which is very expensive to acquire.
