The surveillance application doesn't appear to be available anymore, which means that there are no manuals or troubleshooting documents available. If you have the software installed, go to its installation folder and look for PDF files. Most likely you will find a user guide which explains how to set it up.
However, being a surveillance application, it allows you to add you CCTV cameras. Use the Add button in the application to add a camera, then add its parameters and you should be able to see its stream.
