The tracker does not run after a reboot, it requires uninstalling & re-installing after re-booting to let it work again.
This happens because Windows 10 has been just released and the developers didn't had time to update the application. The only thing you can do is to use another web service for the weather forecast while the software gets updated. Additionally, apply a compatibility tweak to increase the chances of running normally. Right click the shortcut, go to Properties > Compatibility then set the compatibility to a previous version of Windows that you knew it was compatible with.
I have found that you have to go into Task manager and end the Weatherzone tracker thread, you can then re-run the weatherzone exe, this only seems to be a problem if the screen is set to 125% in size, standard screen size works no problem.
