Getting system error for DCO XMPP Desktop Client.exe

On startup I receive this system error: DCO XMPP Desktop Client.exe. How do I fix this?

This could mean the software is corrupted, moved or missing. To fix it, you can either re-install the application or disable it from the startup section. Go to Start > Run > msconfig then switch to the Startup tab. Locate the executable in the list and uncheck it. The next time you start the computer, the application won't start any more. After further investigation, this application is not available for public since it's operated by government users. You will have to get in touch with the system administrator in order to obtain additional details.
