The application doesn't appear to be available. I have checked every website that I could come up with, but nothing was found. The software with name as "FlexCad Steel 3.9L" is nowhere to be found.
You might need to look for other CAD applications. For example, use the database of Software Informer to look for some of them. Type CAD STEEL to see the results.
