I saw the speedometer and the flux capacitor on the iPad version, the restriction is you have to be at least 17, I wonder if it's because it can cause space-time continuum.
Those apps have been considered pranks and jokes. There is application for iPad or something similar that allows you to time travel. There are plenty applications of this type hosted on the App Stores on all platforms and you shouldn't trust them as they don't do anything.
