I am looking for a program that allows me to design and enlarge label for horse farms as far as barns, fences and dwellings. What do you recommend?

You will need an application that supports vectorial designing to be able to enlarge it as much as you want. There are two applications commonly used for this process. One is Inkscape and the other is Adobe Illustrator. Inkscape is free, while Adobe Illustrator is shareware, but it has a trial period of 30 days.

There are plenty tutorials on Google to learn how to use them.
