What you have downloaded is actually a malware application. The DLL file that it requests is fake and it instructs you to download even more bad applications. If you have the possibility, immediately download Combofix and log-in to your PayPal account and change your password if the account wasn't compromised.
You shouldn't use this type of applications on your computer, because they have 0 effect on your PayPal account.
