MPEG is a known video format, while UDF is the disc system used on DVDs. You can create a DATA or VIDEO DVD in UDF format by selecting the file system in the burning application. There are plenty applications to choose from. Use the suggested applications from Mac Informer and when you want to burn a DVD, simply select its file system as UDF.
