When I click Dev C++ icon, I am getting "Could not open language file C:\Dev-Cpp\Lang\English.lng"

When I click Dev C++ 5.11 icon, I am getting "Could not open language file C:\Dev-Cpp\Lang\English.lng". It's on Windows 8.1, 64 bit. What is a solution for it?

The first thing to do is to check the installation folder of the application. Right click Dev C++ and go to Properties > Open file location. Browse the folder and check the Lang folder as well. If the English file is there, then locate the executable file for DEV C++ and use Run as Administrator. This will give the application the full access to use the language file from the target folder.
