The Arise Secure Desktop environment is used to keep users "restrained" in a secure environment where the data is safe and the applications can't get installed due to forced and controlled security permissions. Web-Root is just an antivirus, but since the Arise Secure Desktop already provides security measures for files, it's not necessary to have it installed, but that doesn't mean you can't install it. Yes, the ASD is safe to run with Web-Root.
