I'd like to uninstall Play-Fi on my desktop but since it's always running, I am not allowed to uninstall it. Can you help?
If the application can't be uninstalled, then you can use an application that was designed for this type of operations. You need to install the Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
