There is a thing called NFC. The NFC is a new technology that enables devices to connect without cables, just by a simple touch. Most likely, this feature is enabled on your tablet and since the passport is biometric, it interacts with it. To disable this feature on your Nexus 7 pad, go to Applications list > Wireless & Network > NFC. Uncheck the box, then touch the items again, and the tablet won't react.
