The license number should be located in the email attached to the PayPal address. If it's not in the Inbox folder, then you should check the SPAM folder. That's the only way to retrieve the license number, because the official website and technical support are unavailable now. It displays an error when you try to access it. If you bought an application from somewhere else, contact them and inform them about the issue.
