Yes, the application depends entirely of the signal of the smartphone. However, it's known that Bluetooth doesn't work on large distance area between receiver and sender. That's why the phone needs to be in the close vicinity where the device is also located. You will have to check with you local system administrator to see exactly how the apps should be used, but based on my information, Bluetooth connects faster and can be used for small distances with all the devices.
