Is there any launcher for Android which can make the whole phone dark theme instead of white? I want whole notification bar, settings, menu etc all having dark background.

No launcher will ever change what you need. To have a different background, menu color, settings, notification, etc, you will have to flash a completely different ROM. The items belong to the operating system, and a simply theme won't change it except if you're using a custom ROM with CyanogenMOD. CyanogenMOD supports themes and it is able to completely modify the look for your Android device.
