The Security Policy service is not available in Windows 7 Home Premium. According to a Microsoft representative, this service/application/feature is available only on Professional and Ultimate editions. I have Windows 8 X64 Pro and I can confirm it's there. You will have to upgrade to a compatible version if you want to use the Security Policy.
