Yes, it's free. I know winamp is a great MP3 player but it can't be compared with other media players in many aspects. And MP3 is not the main media formats any longer. Here is a better choice which is totally free

Yes, the download is free of cost, however, you can't purchase the PRO version anymore because the developers have been changed and the new Winamp is on a new development. You can download the application from the official website and use it freely for as long as you want.
