You can't monitor a person in your contact list because there are no tools for this operation. If you use a chat application, then it's possible to set the chat features to display a notification when a certain user from your local playlist comes online. Unfortunately, this is the only way. For example, Yahoo Messenger displays a notification box when someone comes online.
