How can I get rid of Tor4pay?

I don't know how this tor4pay.com comes on my computer and it often pops up and gives me some messages asking me to lock my files or something. The tor4pay.com drives me crazy, and I have no idea what to do next. Can someone please help me?

most of antivirus program are unable to remove tor4pay.com as it is not a virus.
