This is a 3rd party application that it syncs data with the ELM servers. The application is found on most of the Android phones. You can safely remove it only if your phone is rooted. After the phone is rooted, install Titanium Backup and remove the package. You also have the possibility to freeze the package if you still want to keep the package in your phone in a disabled state.
