Does PDF-XChange PDF Viewer allow me to create new pages within a document and import photos and make notes on them?
This viewer application won't allow you to edit the PDF to insert others, instead you will need the application that superseeds it. The application which allows you to insert page is called PDF-XChange Editor and can be found at the official website. I have download a trial and installed it and was able to add new pages through the Document > Insert pages menu.
