You need to be connected to Internet to create an account. If you have the installation package, proceed and launch it. Use the Wizard's steps to install it and at some point you will be prompted to create an account. First select your Country, then input the phone number and state your email address. Click next and you should receive an activation code on your email. Use that code to confirm the installation and account created with the phone number and email address.
