The application is used to teach you how to select files for different services. You can remove it from your Samsung phone after you've rooted it first. Since it's a system application, you can delete it once you have SuperUser access. Once you have rooted the phone, use Titanium Backup to remove the app from your phone. It doesn't have an impact on your phone;s functionality and it's considered as being safe to delete.
