The XP Snipping Tool is an application like any other. It's developed and published on the CodePlex platform. You can remove it via the Add or Remove Programs in Control panel. If you encounter any errors, use Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
