This was an application that allowed you to type in Arabic using a set of keyboard layouts. Unfortunately, there is no information about its whereabouts. However, you can use the default keyboard layouts available in your Windows operating system to type in Arabic. Go to Control Panel > Regional > Keyboards > Add languages and follow the instructions.
