The error is related to a missing file that's contained in the DirectX package. To fix this, simply access the Microsoft DirectX page for DirectX 9.0c and download it. Install the DirectX package and then reboot the computer. Once the system is loaded, start the application again and it should work. Additionally, update the graphics driver on your computer. Since the application required DirectX, I can say that graphics drivers will also have an important role in its functionality.
