Is there a way to send feedback about a phone app directly w/out having to join Google+ or Snitchbook?

The answer is no. You can't leave feedback for apps unless you have created a Google+ account. This is the only way to leave feedback for applications stored on the Google Play Store website. The Google+ option was implemented a few months ago and it's now a required procedure in order to leave feedback for applications.
