Does this software work on a Linux server? And how it avoids limits of followers by Twitter?

The application doesn't support Linux because it was discontinued. The official website doesn't exist anymore. However, the process of bypassing Twitter limits is simple: at the time of development, the software didn't used the Twitter API, therefore limits actually don't exist.

You need rooted device. Your device are not rooted you can root using many apps.
