Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After this process, download and install the application again, but this time, choose Run as Administrator and close all the background applications.
Since the product is commercial, I can't download and test it on my computer, therefore use my above instructions.
