Settings----> Apps ----> manage apps ----> Slide to a All -----> search pico Tts and do turn off

Settings--> Accessibillity ---> Talk Back --> set to off....... It will work
If you want to disable the text-to-speech feature, you will need to access Menu > Settings > Language and Input > Text to Speech. From that menu, disable voice talking and you won't be bothered ...
