I have two files in 4/4 time. One is in eighth and quarter notes and the other is in quarter and half notes. How can I make them both the same?

I'm a young student in high school taking a beginner music theory class. I'm trying to change the time signature on a practice question but I can't seem to find the option on my Samsung Galaxy S5.
