Is there software to enforce naming patterns for Word files in shared folders across all users on a LAN?

No, there is no software configured with this possibility because it will need to have Microsoft permissions to modify DOC/DOCx files. You will actually need to rename them in particular using Remote Administration tools or Teamviewer to access the computer from network.
