I receive the following message: "Please check network availability" on my Idea NetSetter 3G. What's the problem?

I bought Idea Net Setter 3G and I installed with Idea SIM. When I inserted another SIM, I got the following message "Please check network availability". It says to contact Customer Care of Idea Net Setter.

This error means that the SIM card can't be registered on the network because the Idea Net Setter doesn't support this SIM card. This means that the USB modem is locked and although it allows you to input the SIM card, network functionality is not available.
