It's possible that the IR device is lacking drivers installation. Access Device Manager and then expand the IR devices category. If it's marked with yellow, right click it and select Update driver. Make sure you are connected to the Internet and perform an update. Once the driver has been successfully updated, access the Settings of the application and make sure that the IR ports are configured correctly as well.
