In order to fix the issue, go to Start > Control Panel > Uninstall a program, select WinSell from the list and click Uninstall. After that reboot your computer, run CCleaner to make sure that there are no leftover registry keys in your system and install it again. Also, configure your security program and Windows Firewall to allow it to communicate.
