What if the same phone does go into that mode but it's written in Japanese?

My Blu smartphone was locked and I did the steps to restart it and it sent me to a list of Japanese characters.

In Recovery Mode, it doesn't matter if you see weird characters. It's just the CSC that is changed. In classical Recovery mode, the third option is always the Wipe Data / Factory reset. You can use it to format the phone.
