Yes, you can use a USB cable to connect an Android phone to PC. Formatting shouldn't be done from PC unless you know what you're doing. The process is complicated and it could wipe all your system. Try to use the Recovery Menu to format only the safe partitions in your phone. To access Recovery menu press Volume Up + Power button until the Android logo appears.
