I received a disc with .jpg files that were encrypted using Symantec. I am trying to open the pictures on a Macbook that does not run Norton. How can I decrypt without having to purchase the Norton encryption package for the computer?

The XML file is created to store information about the original filename with the same name. However, these are created to be recognized by the original application in case you want to modify it. It provides backward steps related to editing. However, Norton won't be able to decrypt them because there is no information related to decryption of these files. If the files were handled to you, then contact the person, because he should have all the details he needs.
