It depends on how the files were encrypted. If encryption was set up by the Android phone, then it's hard and complicated to decrypt those files. If an application was used to encrypt them, then you can use the same application to perform decryption (a password might be necessary). However, the applications and files stored on the SDcard are completely accessible by default.
