Will PCLINK32 (Version 1.00.01) work with Windows 7?

No, PCLINK32 is not officially compatible with Windows 7 because it was released a very long time ago when Windows 7 wasn't even released. However, if you still have the package, right click it and select Properties > Compatibility. From the drop down menu, select Windows XP and run the application again.
