The application is used to communicate with Verizon servers when you have a problem with your phone. Although the application has been marked as safe to be deleted, you will have problems if any attempt to repair your computer or phone is started. I advise keeping the software installed (computer and phone). It doesn't consume system resources nor does it have an impact on your performance.
