I only have 3G connection for Internet access on my iPad 2. How do I hook up my 3200 printer to my iPad? Is it possible?

You need to check the official list with supported AirPrint printers. It seems that your printer is not on this list. This means that printing from the iPad 2 device will never be possible. In this case, you might want to acquire a device that can allow communication from your iPad 2 to the printer you posses.
