Skype works just fine on Galaxy S3 mini and it's developed/updated to reflect the latest changes. This means that the application works without errors. If you cannot call it's probably because of your Internet connection. Try switching to a WiFi enabled network and then call again. It's also possible that your are blocked to call on Skype due to filters applied to your network connection.
